Throughout my involvement in public life, I have assumed that civic involvement was the best path to community. I have recently begun to consider that the homeowner association may be a better path. Ten years ago I first took up residence in a homeowner association. When I was elected to the board of directors I remember commenting that I was impressed with the bylaws because they reminded me of a municipality. I had been critical of urban county governments because they made it difficult for citizens to create municipalities. Now, I had a contradiction on my hands. If urban counties were the enemies of municipalities how could they permit homeownership associations?
Not all homeowner associations lead to community only the larger ones. Just as not all municipalities lead to community only midsize ones.
